The council's policy of ...You're absolutely right! The council's policy of not collecting rubbish from bins that are over flowing or have non recyclable items in them (in the case of the large bins) has resulted in many being left standing for far too long.<br /><br />This policy is all well and good where the owners of the properties involved either understand or are prepared to cooperate with the system.
